The National Management Committee understood the initial difficulties involved in terms of registration and reporting obligations going forward for Scout Groups but it determined that this strategically was better for Scouting Ireland in achieving its primary aims and objectives. Furthermore, the deadlines played a significant role and a decision on the option had to be made. It would not be responsible to allow matters drift and expose volunteers at local and national levels to prosecution under the terms of the Act. If Scouting Ireland wanted to move forward as one Charitable Organisation significant changes to bring about the necessary controls over the local finances and assets to national level would be needed.
